From the my country experience I can say that authoritarian approach does not work. Maybe in some countries, where measures were introduced more gradually, is a bit better but here we had measures rollercoaster, introduced very quickly and strict, including 84hrs curfew, then too loosen, then again strict... people got tired and are like F it, I don.t care any more. Also this approach provoked more antimaskers, antivaxxers and conspiracy theorists.
On the other side, dialogue oriented strategy is a)unwanted solution for authoritarian leaders b)education of ppl is very very very slow process bcs it takes time and effort to learn, much easier to believe simple answers in spite of high probability for inaccuracy.
Most humans just want easy solutions and to stay in comfort zone :) Education is a product as any other, maybe we should change strategy of selling it ;)
