It's once a year. And hopefully, this year will be the last one. It was the government that created the situation by putting in rules that don't make any sense at all, and can only be solved with the goodwill of those that work in the positions.

Besides the car thing, it's actually pretty cheap to live here. And a car is not necessary at all - taxis are super cheap. That's usually what I did, until by brother bought a car and I had to register on my name :-D
