I could name some German shops, but thats not much use for you, I guess.
I think its a rule of thumb that you can't expect much more than the melting price, when selling bars or even the cheap rounds and coins. But for silver you have bought 6 or 8 years ago, even the melting price is way more than what you payed back then. That is the whole point in stacking metals.
