Yes, people will try to evade control, but it will be way harder than it is now. May be there will be some "black market", that's based on barter or silver or gold. But it will be very difficult to feed a profit from there into the official, legal side of life. Much harder than now, using cash.
Perhaps there will be some hackers or so, who find a way to cheat the system, but it will be a ongoing battle and they risk to get locked up any moment. The average citizen sure doesn't want to take a risk like that, having a family and all.

Btw., if you are from the UK, you should perhaps take a look at the new game "Watch Dogs: Legion" - that redefines "draconian" pretty well, and it plays in London. Really creepy stuff.
