I think in all of the EU people have a similar ID card now. Plus lots of other electronic cards that have a similar purpose. Bank cards, credit cards, driving licence, health insurance cards, down to silly stuff like Payback cards and such. And even the mobile phone can be used to identify someone. It can be convenient, but it also has its risks. No system is 100% safe, and if your identity is hijacked, it can get really ugly.
