That's from the "dark ages" of US car manufacturing. This came out just before the US industry switched to war material production in 1941. The Plymouth P10 and the follow up P11 was, same as very similar looking cars from Ford, Chrysler and others, built and used in vast numbers as staff cars during WW2. Here is a reconstructed example in England:

Other than that, not much else happened until 1946. AFAIK it was not possible to buy new cars privately, even stuff like tires were rationed. Everything was focused on the war effort.
