Yes, that's what he suggested and I agree with him. I don't see any reasons why he would lied about it as a defector.

I think it's odd that the KGB's plan is so effective, it could be on autopilot for that long.

Once it gained a critical mass it can go on by itself, but it's worth remembering that KGB has a successor in the Russia's SVR and there are many other parties that could continue where the original KGB stopped (China,...)
