It gets complicated very quickly to make decisions at the EU level because of the sheer number of participants. In Dutch we call this “het poldermodel”, which roughly translates to the consensus-based decision-making model, where progress depends on broad agreement rather than strong top-down leadership.

That model has strengths, but in times of crisis it often leads to slow responses and watered-down decisions.
