You're taking this out of context. God was talking to Israel at the time they were going to Babylon to be slaves for 70 years. God had a wonderful plan for Israel as a nation. After 70 years he was going to bring them back to Israel.

God's plans for us include heaven. We still could suffer poverty and persecution on earth. Millions suffer persecution every year.
