You're misinterpreting scripture. You need to look at the verses on either side of it in order to understand it. Look at this:

Isaiah 7:6-7 New International Version (NIV)
6 “Let us invade Judah; let us tear it apart and divide it among ourselves, and make the son of Tabeel king over it.” 7 Yet this is what the Sovereign Lord says:

“‘It will not take place,
it will not happen,

God is speaking here ONLY about the plans of evil men to conquer Judah. That's it.
