I read it more as there was a big drop in price across all assets during the first two phases. If SPS was still at $.5 and DEC was still at $0.01, I think it'd have sold out pretty much immediately. Anecdotally, I put in ~8k, and it dropped to about 4k so I was only able to buy 1k instead of 2k packs.
