This means taking control of the local government like you said, and it requires that stupidity be dealt with by competent judges and ruled on by conscientious jurors. As long as stupidity is promoted by retarded jurors and incompetent judges, criminal da's and corrupted officials we don't have a chance. To break their programming they need to be voted out, held to account and mocked and humiliated.
