I don't think you understand what decentralization means. Not only were they 65 people, but it was Consensus, or agreement among 65 people, and 65 people who had majority of the community support, exactly like it was intended. Owning illegitimate funds, funds that are tainted as such comes with it's own risks, and no one is forced to honor those funds, no body, so painting the witnesses as some rogue actors that despite the multitudes of and lack of any kind of allegiance, saying that they all acted like a centralized entity only betrays your lack of understanding regarding what centralization is as opposed to majority consensus forming in dpos, in defense of the chain.
