This is in line with my proposed flagging system that would be unlocked at a certain reputation level, and reputation would be tiered with benefits and penalties, so that low reputation carries actual negative consequences like locking of accounts and freezing of funds, while high reputation would depend on good flagging and not posting after a certain level.
