I am against this change. This introduces unnecessary bureaucracy into our system and makes the process slow. People who are active, even semi-active can change their vote if the pre-proposal is changed.

The whole point of having a pre-proposal is to address this issue so that and proposal can be changed in discussion. We have the correct system in place, and it is working just fine.

I have downvoted the pre-proposal, and request other community member to NOT introduce unnecessary baggage and slowness into our system.
