I think it is a bit of both.

Yet, if you allow me to do a wild guess, it is perhaps the following, at least for me:

1. Reluctance of the core team and witnesses to listen to the stakeholders
2. Unfair distribution of rewards directed towards a small group of people who neither have stake nor any real contribution to hive
3. Waste of resources and lack of external monetary investment

Perhaps you will see a common theme there.
