It comes with some catch.

  1. Most of those houses need to to demolished. Cost around $30K.
  2. Then you have to rebuilt. It those rural areas almost everything you have to bring from nearest large city. Cost of rebuilding is high. Something basic can easily cost $70K - $100K.

So you see it's not exactly free :)
