As the name implies, the General and Equipment Section of Malikussaleh University has to work in two fields; behind the desk and in the field. In the General Section, there are three sub-sections; Law and Administration, Administration, and Household and Equipment. In the Legal Department, they are responsible for making more decisions on various activities.
Meanwhile, the Administration focuses on filing, numbering, and other administrative tasks. In the Household and Equipment Section, it is more physically demanding and many are in the field. "Many people think that in General, it is only physical work," said the Head of General Affairs, Jamaluddin MSi, to Unimal Magazine, recently.
Accompanied by the Head of the Household Subdivision, who is also named Jamaluddin SH, Jamaluddin the Head of the Subdivision, who is more familiarly called Jamal Gemuk, admitted that the General Section could not work without the support of other parties. To prepare for various events, they often have to coordinate with various other units, including the UPT Public Relations, Protocol, and External Relations.
Jamal Kurus added that the problem of coordination with other units must be paid close attention to. Sometimes activities are in General, but accountability is in other units. “Sometimes until 3 in the morning, we are still at the crime scene. Sometimes they are also accompanied by the leadership, such as Vice Rector II (assistant to the chancellor) who is at the location. If there is a leader in the field, if there is an urgent need, it will be resolved quickly," said Jamal Kurus, who actually did not look thin.
Jamal Fatty confirmed that they must be ready to work day and night. Sometimes, they are asked to prepare an event suddenly and must still be able to make sure everything runs smoothly. “Our performance really determines the success of the event in other units. Maybe what we do is trivial, but it can have a broad impact," said Jamal Gemuk again.
The General Section does have a lot of troops in the field. There are at least 161 workers both in the office and in the field. The security officers tasked with securing the four Unimal campuses in Reuleut, Bukit Indah, Lancang Garam, and Uteunkot, are under the General Section.
Likewise with the drivers. The General Section is also tasked with securing the supply of water, electricity, and sanitation. "All activities have a coordinator. General coordinator and unit coordinator. In cleaning, in the driver, and in security. The goal is for all activities in the field, the coordination process to run quickly," explained Jamal Gemuk.
Jamal Kurus gave an example, the problem of using halls on the four campuses is the duty of each coordinator so that their schedules do not clash. He admits, sometimes a place that has been blocked still changes when there are other activities that are more important and sudden.
The two Jamals in the General Section hope to be able to help all units and can continue to coordinate and respect each other. They admit that they have limitations, so it takes time for repairs and services. "This please understand. Sometimes our performance depends on other parties, such as water and PLN. Monkeys are also often annoying. Like in the Rectorate, there is a fountain, but sometimes a group of monkeys come and drink the water until they run out," said Jamal Gemuk.
Asked about future targets, Jamal Gemuk hopes that in the future he will be able to use applications to speed up work as directed by the Chancellor. He gave an example, there are official car vehicles that are already tax-dead, the vehicle holders just need to upload them and the related parties will complete them.
"It doesn't cost a lot because we have an IT department that can back up," said Jamal Gemuk.[M]
Koordinasi adalah Kunci di Bagian Administrasi Kampus
SESUAI namanya, Bagian Umum dan Perlengkapan Universitas Malikussaleh harus bekerja di dua medan; di belakang meja dan di lapangan. Di Bagian Umum terdapat tiga sub bagian; Hukum dan Tata Laksana, Tata Usaha, serta Rumah Tangga dan Perlengkapan.
Di Bagian Hukum, mereka bertanggung jawab membuat surat keputusan yang lebih kepada berbagai kegiatan. Sedangkan di Tata Usaha fokus pada pengarsipan, penomoran, serta tugas tata usaha lainnya. Di Bagian Rumah Tangga dan Perlengkapan, lebih menuntut pekerjaan fisik dan banyak berada di lapangan.
“Banyak yang mengira di Umum hanya kerja fisik saja,” ungkap Kepala Bagian Umum, Jamaluddin MSi, kepada Unimal Magazine, Januari 2021 lalu.
Didampingi Kasubbag Rumah Tangga yang juga bernama Jamaluddin SH, Jamaluddin Kabag yang lebih akrab disapa Jamal Gemuk mengaku Bagian Umum tidak bisa bekerja tanpa dukungan pihak lain. Untuk menyiapkan berbagai even, mereka harus sering berkoordinasi dengan berbagai unit lain, termasuk UPT Kehumasan, Protokoler, dan Hubungan Eksternal.
Jamal Kurus menambahkan, masalah koordinasi dengan unit lain harus diperhatikan betul. Kadang kegiatan di Umum, tetapi pertanggungjawaban ada di unit lain.
“Terkadang sampai jam 3 pagi kami masih ada di TKP. Kadang didampingi pimpinan juga, seperti PR II (pembantu rektor) ada di lokasi. Kalau ada pimpinan di lapangan, begitu ada kebutuhan mendadak, cepat diselesaikan,” ungkap Jamal Kurus yang sebenarnya tidak terlihat kurus.
Jamal Gemuk membenarkan, mereka harus siap bekerja siang dan malam. Terkadang, mereka diminta menyiapkan sebuah acara secara mendadak dan harus tetap bisa memastikan semuanya berjalan lancar. “Kinerja kami sangat menentukan keberhasilan acara di unit lain. Mungkin yang kami kerjakan sepele, tetapi bisa berdampak luas,” ujar Jamal Gemuk lagi.
Bagian Umum memang memiliki pasukan yang banyak di lapangan. Sedikitnya terdapat 161 tenaga baik di kantor maupun di lapangan. Para tenaga sekuriti yang bertugas mengamankan keempat kampus Unimal di Reuleut, Bukit Indah, Lancang Garam, dan Uteunkot, berada di bawah Bagian Umum. Begitu juga dengan para sopir. Bagian Umum juga bertugas mengamankan pasokan air, listrik, dan kebersihan.
“Semua kegiatan ada koordinatornya. Koordinator umum dan koordinator unit. Di kebersihan, di sopir, di sekuriti. Tujuannya, semua kegiatan di lapangan, proses koordinasinya berjalan cepat,” jelas Jamal Gemuk.
Jamal Kurus menyontohkan, masalah penggunaan aula di keempat kampus, menjadi tugas setiap koordinator agar jadwalnya tidak bentrok. Ia mengakui, terkadang sebuah tempat yang sudah diblok masih berubah ketika ada kegiatan lain yang lebih penting dan mendadak.
Kedua Jamal di Bagian Umum berharap bisa membantu semua unit dan bisa terus saling berkoordinasi serta saling menghargai. Mereka mengakui memiliki keterbatasan, sehingga membutuhkan waktu untuk perbaikan dan pelayanan. “Ini mohon dimengerti. Kadang kinerja kami tergantung dengan pihak lain, seperti air dan PLN. Monyet juga sering mengganggu. Seperti di Rektorat, ada air mancur, tapi kadang datang gerombolan monyet dan minum air itu sampai habis,” ungkap Jamal Gemuk.
Ditanya mengenai target ke depan, Jamal Gemuk mengharapkan ke depan bisa menggunakan aplikasi untuk mempercepat pekerjaan sebagaimana arahan Rektor. Ia menyontohkan, ada kendaraan mobil dinas yang sudah mati pajak, pemegang kendaraan tinggal upload saja dan pihak terkait yang menyelesaikan. “Ini tidak butuh biaya besar karena kita punya jurusan IT yang bisa mem-back up,” ujar Jamal Gemuk.[M]
