Fascists always seek to control their audience by whipping up anger and hate towards "the other". The Other can be anyone, a group that's less powerful by the audience and can be targeted without a ton of push back. It's usually across racial lines, but we're obviously seeing a lot more against minorities in the LGBTQI community.

You can always tell though, because it almost always comes in the form of "Only I can save you from ....'
