Interesting question.
For me, the best way to earn on Steem is build a community of people who support you and interact with you daily. By that, they can give you upvote, resteem your post and more.
However, getting start without anything can be quite difficult in Steem. For my case, after I have tested out the true potential of Steem, I had decided to invest in my Steem Power, and then powerup and schedule a lot of things to do to build up my profile. Earning on Steem is like a long-term investment that is not likely to happen in just a night. Therefore, try your best to make good plan and have a good commitment on what you plan to do in the long run.
