The 12th Helsinki Helsinki MoU
(August 15, 2005 - August 15, 2017).
Although it is considered a "bible" of the Aceh Government, OUPA is often considered problematic when the norms of its articles negate the political interests of certain parties, so that legal efforts are also taken to assess the strength of binding.
If the issue of the Helsinki MoU concerns a number of unrealized points, then the LoGA encounters a disadvantage of the article that is unable to adapt its binding provisions with increasingly rapid developments.
This condition probably many of us assume that the BAL is the "holy book" of the Government of Aceh, in which the provisions in it must be placed at the highest position and should not be interfered with by anyone. So if there is an agenda to make changes, it is considered not to support the peace that has been painstakingly obtained with bloody-blooded.

Meskipun dianggap sebagai "kitab suci" Pemerintahan Aceh, seringkali UUPA dinilai bermasalah ketika norma pasal-pasalnya menegasikan kepentingan politik pihak tertentu, sehingga upaya hukum pun ditempuh untuk menilai kekuatan mengikatnya.
Jika persoalan MoU Helsinki menyangkut sejumlah poin yang belum terealisasi, maka UUPA mengalami kelemahan pasal yang justru tidak mampu menyesuaikan ketentuan mengikatnya dengan berbagai perkembangan yang semakin pesat.
Kondisi ini barangkali banyak dari kita menganggap bahwa UUPA merupakan “kitab suci” Pemerintah Aceh, di mana ketentuan-ketentuan di dalamnya harus diletakkan pada kedudukan yang setinggi-tingginya dan tidak boleh diganggu-gugat oleh siapapun. Sehingga jika ada agenda melakukan perubahannya, maka dianggap tidak mendukung perdamaian yang telah susah payah diperoleh dengan berdarah-berdarah.
