It's called "Snipping Tool", if you hit the windows key and start typing "snipping" it should show up. I added a quick snapshot of it showing up when I search for "snip". It appears as "Knipprogramma" for me due to my Windows being set to Dutch, but this shows you the icon of the program. In the little program next to new snippet is a dropdown to choose from a few different ways to take one.
