Yeah could be. I think it is also pretty random when and how many Rocket Stops will show up. Did you use the radar when you were already at step 3 in the quest or still at step 2? Although I just launched it now and I had a different message saying they must have ceased activity for the day and waiting until morning. So something similar as to what you had.
