Is there a way to pool account creation tokens?

That's the development plan

Maybe have a service similar to the account creation services already out there, but drawing from a pool of account creation tokens. There could also be an HP pool to delegate to new accounts so they have some RC. The new accounts auto-benefit the pool at 3% or whatever rate the pool sets.
