We have a littering scheme, it's £100 but no one takes any notice. If your dog poops its a fine too f you don't clear it up. the fine for that is up to a £1000 but there is still poop everywhere.
No one cares really around here, it doesn't matter how much we tidy up there is always someone who is making a mess of it.
