Deputies of the State Duma adopted in the first reading a bill on the prohibition of the use of technologies to bypass blocking sites. 363 deputies voted for the document, nobody opposed it. The bill provides for the blocking of anonymizers and VPN-services, which refuse to restrict access to banned sites in Russia.
The document also proposes to impose fines from 500 to 700 thousand rubles for search engines for issuing links to blocked sites. The bill on the ban of anonymizers, according to RBC, was discussed, among other topics, at a closed meeting of the head of the FSB Alexander Bortnikov with State Duma deputies June 23 . Bortnikov, told sources of RBC, asked the deputies "to speed up the adoption of several bills, including critical information infrastructure, messengers, anonymizers."
The bill on the ban of anonymizers was submitted to the State Duma by a group of deputies on June 8. June 22 it approved the profile committee.

The very first thing that rushes is the head of the Federal Security Service. He is an inquisitor, a punisher, an enemy of the people. How can I understand this ?! How can, at the request of some head of executive power, interfere with the affairs of the legislative branch (State Duma). He does not have this right! The right to this has legal bodies or people, or a critical situation (but there is no such thing!)
The second! The number of votes against the law! Their zero! How can you take such a complex technical restriction on the first reading? Politicians are humanists. They really do not even know that such anonymizer, VPN, socket, proxy, dns. If I know, then this is their total quantity! Even the reasons did not indicate - why this law was adopted!
The people on the Internet were surprised - how quickly they passed the law! This event was not covered in broad circles at all, although it was already June 25! And took 2 days ago! And found out the Internet only today! The Internet is on fire!
I'll explain to you why all this! We have such an organ Roskomnadzor! Internet blocker! From them there was no sense, because it was easy to bypass their stupid ban! Even LinkedIn was blocked on the territory of Russia, they want to block Telegrams. That is, they block the places of communication, the dissemination of information from the first mouth! They do not want people to know the truth! Want everyone to see a zombie box
Now blocking vpn, it will be more difficult to hide from the authorities and bloggers! They will be caught and will certainly be imprisoned! It is not clear yet - how will the ban on VPN work, how will they be blocked outside the territory of the Russian Federation, what will the Tor browser do and many more technical issues.
