As mentioned in the report there's actually no change between Biden and Trump's foreign policies, not even with Iran, I'd disagree on that. The return to the JCPOA means for the USA limiting Iran's capabilities in the nuclear arena as a whole, it was never about capabilities of building a bomb which Iran never wanted, however, though Obama signed the JCPOA agreement with Iran they didn't let Iran benefit from its lifting of sanctions, and some Iranians were fools enough to think the USA back then was sincere and they'll be more fools to think the USA is now sincere.

On Turkey, they see it's not acting as an ally, an ally in their view is do as told.
