I forgot to comment on this post earler and had to go back to it.

I think Garou has so far most depth as a character in the entire One Punch Man. I've been reading the manga though, but I doubt it's very different. Mostly OPM and the characters in it seem like jokes, built to mock the typical superheroes etc. but Garou is a very well built character. It's not even going to the typical "I'm a deep bad guy"-type, but his actions and reasoning would make him a good character even in a serious manga/anime.
