The challenge is to get started on dCity as cheap as possible, as cheap as 3 hive.
I swapped 3 hive for 2.992 swap.hive and then used the SWAP tab to buy SIM with the Swap.HIVE
I am testing this set up with 3 Ice Cream Shops and Two Basic Homes. You could also do any combination of 3 Ice Cream Shops, Music Store or Barber shop, they all require 3 workers, give 7 popularity and 8 SIM income.
We are currently raking in 3 SIM income, which comes out to ~60% apr on ~1800 SIM spent. But the taxes are high, hopefully we can earn 4 and 5 sim sometimes.
I also purchased a Free Internet Card, even though it doesn't yet matter, it was very cheap. I was looking at the cheapest cards to buy with SIM.
We have 90 SIM left, after unlocking GMO tech, again it doesn't matter but maybe one day we will grow to have a research lab.
I think the best possibility would be to earn immigrant and homeless cards. We probably should save up for another music store or equivalent, to boost popularity and income a bit more first.
Immigrants currently sell for around 60 SIM per unit, and homeless sell for 30 or more SIM per token. Ice cream story is currently the cheapest at around 453 sim, and I still have 95 sim, so we need around 358 sim, or 6 immigrants tokens.
Our interface says we are getting 2%, I'm not sure if that's rounded but we are eligible every two hours because we have 21 popularity, well above the 10 minimum to mine these citizen tokens.
I suspect that citizen mining will be the primary mode of advancement, but we will see how fast we are able to mine the citizens and at what price we can sell them.

This is a hardcore challenge. New players can start here and move out of the challenge, I have talked to a few sponsors that will be incentivizing new players for trying out dcity, the 3 hive challenge is just the beginning, if you like it - feel free to buy more tokens.
Old players can just use an alt account to play along, no sending cards from other accounts.
