Why you would vote rewards to somebody actively cutting your own stake's value is beyond me, but people do.
The price is still being supported, presumably by those same ninjamine era stakeholders, until it is allowed to drop to a level that hive distributes out to 'the community' there is no real reason to expect the price to go up.
