Witnesses are getting paid for 'doing nothing' because when they have to do something it is very important that they know what to do.
Yes, it looks mostly bad day to day, but when the chain locks up because somebody tries to powerdown a negative amount of hp, we need to know who to call, and that is mostly folks with the skills to run a witness server.
If you look at the going labor rate for many of them, we get their labor at a bargain basement price.
