The 'haircut rule' kicks in when hbd exceeds 10% of the market cap.
When this happens the convert hbd to hive feature gives out less than 1usd equivalent of hive.
There is talk of raising that because it harms more than it helps, but the earliest that would be would be the next fork.
If then, the devs like to take things real slow on things like that.

When hbd is below 1usd on external markets it helps the price to convert them to hive.
When hbd is above a dollar, then you convert hive to hbd.
Do the math, it's not always as it would seem.
