Spent some time on the former SFR delegation python module I had previously created to make it compatible with Hive. The idea discussed is for non-delegators to be able to recoup a portion of their free down votes whereas delegators who are serious about regular abuse fighting will be able to recoup the rshares (reward shares) and then some depending on utilization.
Think such a system will help preserve balance and again provide a mechanism for users to employ their downvotes for the good of the ecosystem while also being able to profit from the activity as well as risk assumed.
Ultimately, this should help provide balance to the Hive ecosystem and broaden moderation coverage by encouraging participation en masse rather than dedicating the activity to a select few. Such is in the spirit of decentralization.
