I’m not sure I understand your question. In the case of Manson he is obviously a CIA actor and has never been in prison in the way a real criminal would be.
If you read Mathis’ paper on Manson (u should) he goes over the many reasons of why the government did this. A part of it was to black-wash any authentic resistance to the financial machine by the hippies--the ones that were NOT CIA plants (many of them were). In that specific context they were remarkably successful as Manson destroyed the hippie movement. As did Alice Cooper in the music industry. And I say that as one who loved Cooper as a kid, but as an adult I see he wasn’t an organic natural occurrence--he was manufactured in a way no different than the government creation of K-POP in Korea--population mind control.
