Well, isn't this "design" idea a question of paradigm? We see it in "no child left behind" or even "feed the poor" memes. As I mentioned in a recent comment: Does anyone ever though about feeding ants? Why whould you do that? So why would anyone care about "the masses"? Well, my guess is, they are programmed to do. We get programmed to think that we think but we actually only cite most of the times.
