It goes to World bank and similar institutions like UNESCO where the member countries make donations and in turn the developing countries will take it as loan for cheaper interest rates for developmental activities . Although there isn't a transparent system , so far I have seen many Indian developmental programs ( mainly infrastructure ) in which Government of India funds half and the remaining is taking as a long term loan from World bank .
