I think your concern is crucial, but how does one define a person's value and whether it can (or should) be linked to a passport. The Finland anecdote is shattering, like others in particular countries, it brilliantly exposes the hypocrisy that often underlies certain nationalist discourses. Simplistic labels (national vs. foreign, good vs. bad) rarely capture human complexity.
