Potatoes tend to droop like that when the plants get too much water. As long as you have good drainage, they should be ok.
As for flowers on the potatoes, I've never removed the flowers on my potato plants. I grow a lot of potatoes and it would be a lot of work to remove the flowers on all the plants. I usually have good harvests of potatoes as long as I don't have too much trouble with potato beetles.
