Don't worry too much about sim power as a small city, it will go up and down depending on how much sim tokens you hold across longer periods of time, and determines a few things like voting weight for dcity president elections or lobbying in governance tab. The sim power also allows you to get some daily hive dividends, but only after you have 8000+ sim power, and it is calculated as a 30-day average of how much you hold during payout times, kinda like pseudo-staking without 'locking' the tokens. Since you are growing a small city, this 8000 sim could instead go towards getting new buildings and expanding, rather than increasing your voting weight. I recommend to pile a few more 1st edition cards with your daily income, since they won't be available after 3rd edition begins.
