I like it ! If they are wings, perhaps they should have an option to allow flight. But requires a STR saving throw each round that's difficult for all but the strongest. Failing in mid-air could come with consequences.

Or how about if used to fly (either as well as the STR test, or instead of), the arrows on chains will be flailing about, causing 3 to roll to hit the wearer's AC each round of flight, doing D8 of damage with each hit plus a save vs disease (I mean, those rusty arrows are bound to be carrying tetanus, right ? 😁)

It's all designed to make flight a possibility in a real emergency, but a bit too risky to use as a normal means of getting around.
