Am I the only one who thinks the growth in DHF payouts is becoming a problem ?

The big difference I see is that author rewards tend to stay in the system - either put into HBD savings to earn interest or converted to HIVE and staked as HP, while DHF payout are converted to fiat to pay developers' salaries or because they are a key part of the proposers' income.

I'd love to see DHF payouts for anything other than core code issued as loans based on a solid business plan with a repayment schedule and objective metrics for success, especially for those proposals which generate income by taking payments.
