I totally hear you. This has been a classic problem that was ushered in with democracy. This problem is also inherent in the staking and voting mechanisms of this blockchain. It is a problem, but unfortunately it is one that requires a new blockchain to be programmed or forked and I would be hard pressed to figure out how to program something that would fix this issue while still making it attractive to users.
