It is kind of both. My upvote will be worth as it stands 5ish POB. But as votes come in, the amount that your post have will fluctuate a bit as votes come in on other posts. I'm not entirely sure how these mechanics work, but it is the same on Hive, LEO and any other hive-engine based product.
