We have learned a few tips on how to learn to speak English or another language.

If you watch English speaking people on TV it can help you, but watching a DVD, you can play it over and over to make sure you listen to the sentences more than once,
Watching TV only gives you the chance to hear something correctly first time. This is better for high level students. It can be great practice for speaking to native English speakers so you don’t have to ask them to repeat themselves!
Start reading books that are meant for kids who speaks English as a first language. You can go up a level as you understand the words easier,
Children’s books have easier words and are a good alternative to graded readers.
Newspapers are a good place to find passive constructs. Read through an article and see if you can find the passive sentences.
If you read a book or article in the newspaper, first read the whole article and see if you can get a general idea of what it is about - you can go over the whole article again and look up the meaning of words you do not understand.
Do not be shy to speak English - be sure to try and use it whenever you get the chance.
Try to think in English - do not try to translate it out of your own language. Like driving a car, you cannot learn it all from a book, you will learn much more if you do it instead of try and learn everything from a book.
Try and keep a journal where you write sentences in English.
Why not start an online blog and share your writings with the world?
To become a better writer brainstorm as many ideas and thoughts onto paper without worrying about grammar or spelling. Then think about the structure. After that, write your piece using good grammar and spelling. Finally, read it through or give it to someone else to check for mistakes.
Why not listen to English songs and sing along - it is sometimes easier to remember words if you sing it.
Keep your radio on in your house on an English station - even if you do not listen to every word, your ears will get use to the sound and you will catch a few words without even knowing it.
Get an English friend to leave you voice notes on your phone. Listen to it and try and write down what you hear.
Use an English/English dictionary. That way instead of translating it will force you to keep on thinking in English.
