Probably they made tens of billion of dollars out of the Forex rigging and just laugh at the fine. Swiss bank UBS was not fined as it had alerted the two cartels to the European Commission, so they get away scott free! Lost count as to the number of cartels the financial community has been fined for! The biggest one was LIBOR.
