Enforcement officers fine 'O.A.P' with cancer visiting her mums grave £100 for allegedly having a dog not under control

I went to the cemetery to visit my mums grave when I noticed these 2 clowns hiding behind trees and steel up on this Pensioner as she was tending to her brothers grave accusing her of not having her dog under controll when I can vouch that the dog never left her side as I was watching everything and now I am being persuade by police as there saying my behaviour was threatening , lowest of the low scumbags
