The account has one tie to a human account: @hiveonboard delegates a small amount of RC to it, which in turn ties to a dead witness that is deactivated names @roomservice. One can only assume that account is in charge of this impotent scammer account as well by association.

hiveonboard.com provides free account creation with SMS verification, just because it delegates some hp/rc to new accounts doesn't mean the owner roomservice is affiliated. I know this cause @ocdb provides hiveonboard with free account credits in hopes it's regular users but there's always some abuse/farms going on of course and bad actors registering through it.
