Not a lot but yes, it's always 2 cents so you need enough voting power to singlehandedly get a comment past 2 cents to guarantee returns and that the comment pays out author rewards, this i think was done to prevent bloating the chain with active pending transactions.

With hive going up, you'll need less and less hive power to reach it, I think you currently need approximately 10k hp to reach 2 cents solo.
