It doesn't work, we saw what happened with Haejin and many others if we just let them. Rewards aren't a guarantee, even if you have Trump himself buy up a shit ton of stake and use it to vote up his followers it's not guaranteed and shouldn't be. Not even curation rewards are guaranteed returns anymore, that's what proof of brain is and what sets it aside from proof of stake or proof of work.
The amount of malicious downvote abuse is so tiny but people get stuck on it and make it out to be way worse than it really is. No one should be entitled to rewards no matter the content, who voted it up or what else they do to bring Hive value, but at the same time others have a say in it and it's not just a few people with stake, there's many people with stake that could easily counter it if they felt it was overdone or targetted downvotes based on personal issues.
Go take a look at blurt and steem if you want to see what their "proof of brain" looks like. It's pretty much proof of stake with content as a placeholder.
It's hilarious how no one complains about Reddit's downvote system just because it's anonymous but here they can see who the downvoters are so they make it a huge deal to go after them and demand they stop and how they're ruining Hive. What a joke.
