I can only help you with little money via the NOBEL token.
I see the following possibilities for you:

1. you get money from donators.
   This can be done by creating a project on fundition.io or via the NOBEL token. But this means lots of advertising and I don't see the power for this in either your nor my hands. But nevertheless you can try it.
   Please write posts with pictures here on Steemit. They are very usefull to find supporters. Please write in more detail, how you want to start your ICT project. What do you want to teach? Where do you want to do it?
   Write regularely what you did and how people react on it. This creates continouity and trust.
   As soon as you have some results (people that learned something from you), show them to us.
   Use other media too (twitter, instagram,..) and always use the #nobel tag and a link to the whitepaper to find more supporters.

2. You take a credit.
   For this I give you the hint to register at https://kiva.org and request some money there. But you need to pay it back in time. You don't need to pay interest there (as far as I know). I also have some money there, that I could lend you. But it is limitied to 25 $ per person.
   So you need a working concept, that the money you borrow can be paid back in time.
